Kerala Service Rules - Part I (Casual Leave)

Casual Leave [Appendix VII]

Definition and Recognition: Casual Leave is not recognized as formal leave and is not treated as an absence from duty.

Maximum Allowance:

Employees are entitled to a maximum of 20 days of Casual Leave per calendar year.

Teaching staff are eligible for only 15 days of Casual Leave annually.

Combination with Holidays:

Casual Leave may be combined with Sundays and other holidays, provided the total absence does not exceed 15 consecutive days.

Leave for Short-Term Employees:

Employees with less than one year of service may be granted up to 20 days of Casual Leave at the discretion of the sanctioning authority.

Restrictions on Combining Leave:

Casual Leave cannot typically be combined with other recognized leave, joining time, or vacation.

Heads of Departments may approve such combinations in special cases, provided there is no violation of rules (e.g., when an employee is absent due to an infectious disease at their residence and contracts the illness, requiring regular leave in continuation).

Casual Leave Register:

Every office must maintain a Casual Leave Register in Form No. 19.

Upon an employee's transfer between departments, offices, or sections, the Controlling Officer of the former department shall forward an authenticated extract of the Casual Leave Register to the new department.
