General Rules for Travelling Allowance

  1. Nature of Allowance: Travelling Allowance (TA) is classified as a compensatory allowance and should not be a source of profit for the recipient. [Rule 44, Part I, KSR]

  2. Claim Forfeiture: The right to TA, including daily allowance, is forfeited or deemed relinquished if not claimed within one year from the due date. [Rule 5A, Part II, KSR; Article 53(e), KFC Vol.I]

  3. Claim Submission Timeline: TA claims should generally be submitted within one month of the due date. Claims submitted later may be approved by controlling officers if there is sufficient justification for the delay. [Article 53(e), KFC Vol.I]

  4. Advance Recovery: TA drawn in advance remains under objection until the final TA bill is submitted. If the final bill is not submitted within three months of the due date, the advance is recovered from the officer’s next pay bill and settled. [Article 53(e), KFC Vol.I]

  5. Time Limit for Claims: The maximum time limit for TA claims is two years from the date the claim becomes due. [Article 56(b)(ii), KFC Vol.I]

  6. Headquarters Definition: Headquarters is defined as a radius of 8 km around the place or office where an officer is employed. [Rule 64, Part II, KSR]

  7. TA within Headquarters: No TA is admissible for journeys within the headquarters except in the following cases:

    • Actual cost for officers in Grade III or IV when deputed or called to duty.

    • Allowance for teaching staff of Training Centres deputed for practice teaching.

    • Actual fare (up to a maximum of Rs.10) for last-grade employees attending treasury duty since 23-09-2002.

  8. TA for Departmental Examinations: TA is eligible for journeys to attend obligatory departmental examinations, but it cannot be claimed more than twice for any specific examination. [Rule 77, Part II, KSR]
