Earned Leave Rules

  1. Leave Entitlement for Permanent Employees [Rule 78]
    Permanent employees earn leave at a rate of one-eleventh of the period spent on duty.

  2. Maximum Accumulation Limit [Rule 78]
    The maximum earned leave that can be accumulated at any time is capped at 300 days.

  3. Maximum Leave Granted at a Time [Rule 79]
    The maximum earned leave that can be granted at one time is 180 days.

  4. Leave Restriction for Vacation Department Employees [Rule 80]
    Earned leave is not admissible to permanent employees in a vacation department for any year in which they avail the full vacation.

  5. Proportional Leave for Vacation Department Employees [Rule 81]
    For permanent employees in a vacation department who are prevented from availing the full vacation, earned leave is granted as a proportion of 30 days, based on the ratio of vacation days not taken to the full vacation period.

  6. Leave Entitlement for Non-Permanent Employees [Rule 86]
    Non-permanent employees in their first year of service earn leave at a rate of 1/22 of the period spent on duty.

  7. Rounding Off Leave Accumulation [Rule 86, Note:2]
    When the rate of earning leave changes, fractions in accumulated earned leave at the earlier rate are rounded to the nearest day: fractions below half are ignored, and fractions of half or more are counted as one day.

  8. Recasting Leave for Non-Permanent Employees [Rule 86A]
    Non-permanent employees who complete three years of continuous service are eligible to have their earned leave for the first year of service recalculated at the rate of 1/11 of the period spent on duty, as applicable to permanent employees.

  9. Leave Salary [Rule 92]
    The leave salary during earned leave is equivalent to the full salary the employee would have received if on duty.

  10. Allowances During Leave [Rule 93(iii)]
    Hill Tract Allowance, House Rent Allowance, and City Compensatory Allowance are payable during leave periods with allowances, provided the total leave duration does not exceed 180 days. If the leave exceeds 180 days, these allowances are payable only for the first 180 days.

  11. Special Casual Leave Exclusion [GO(P) No.17/2022/Fin Dated 15/02/2022]
    Special Casual Leave under Section II, Appendix VII, Part I, KSR is not considered duty for the purpose of accruing earned leave.

  12. Special Casual Leave Exclusion [GO(P) No.54/2022/Fin Dated 20/05/2022]
    Special Casual Leave under Section II, Appendix XII, Part I, KSR is not considered duty for the purpose of accruing earned leave.
