Kerala Service Rules - Part I (Special Casual Leave for Employed Parents of Physically/Mentally Challenged Children)

Special Casual Leave Provisions

  1. Chemotherapy or Radiation

    • Introduced: 2009 Pay Revision, effective from 26/02/2011 (GO(P)No.85/2011/Fin dated 26/02/2011; amended by GO(P)No.508/2012/Fin dated 22/09/2012).

    • Duration: Up to 6 months in a calendar year, effective from 09/09/2013 (GO(P)No.447/2013/Fin dated 09/09/2013).

    • Eligibility: Employees undergoing Chemotherapy or Radiation, supported by a medical certificate from an authorized Medical Officer covering the actual treatment period (Rule 19A, Appendix VII, Part I, KSR).

  2. Heart Surgery and Organ/Kidney Transplantation

    • Duration: Up to 45 days in a calendar year for heart surgery or kidney transplantation, including post-transplantation recovery, supported by a medical certificate (Rule 19, Appendix VII, Part I, KSR).

    • Enhanced Duration for Organ/Kidney Transplantation: Up to 90 days in a calendar year, effective from 20/01/2016 (GO(P)No.21/2016/Fin dated 07/02/2016).

  3. Treatment for Children

    • Introduced: Effective from 18/04/2014 (GO(P)No.60/2016/Fin dated 02/05/2016).

    • Duration: Up to 15 days in a calendar year for officers whose children (below 18 years) undergo Chemotherapy for cancer, Dialysis for kidney treatment, or treatment for HIV (Rule 20A, Appendix VII, Part I, KSR).

  4. Applicability to Public Sector Undertaking

    • Introduced: Effective from 06/06/2014 (GO(P)No.211/2014/Fin dated 06/06/2014).

    • Details: Extends the provisions of Special Casual Leave to employees under Public Sector Undertakings.

  5. Combination with Other Leaves

    • The Special Casual Leave may be combined with Earned Leave, Half Pay Leave, Commuted Leave, Leave Not Due, and Leave Without Allowance, as defined in Rule 77(i), KSR Part I, and with ordinary Casual Leave.

  6. Additional Provisions

    • Public Holidays: The period of Special Casual Leave excludes intervening public holidays.

    • Multiple Occasions: The leave can be availed on multiple occasions within a calendar year, provided the total duration does not exceed the admissible limit.

    • Non-Accrual for Earned Leave: The Special Casual Leave period is not considered as duty for the purpose of accruing Earned Leave (GO(P)No.17/2022/Fin dated 15/02/2022).
