തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങൾക്കുള്ള വാങ്ങൽ നടപടിക്രമങ്ങൾ (LSGI Procurement Norms) സംബന്ധിച്ച ഹാൻഡ്ബുക്കാണ് ഈ അറ്റാച്ച്മെന്റ്. 2010 നവംബർ 8-ന് കേരള സർക്കാർ പുറപ്പെടുവിച്ച GO(MS) No.259/2010/LSGD ഉത്തരവിന്റെ അടിസ്ഥാനത്തിലുള്ളതാണ് ഇത്. പിന്നീടുള്ള അപ്ഡേറ്റുകളോടെ (2016, 2017, 2018 വരെ) പരിഷ്കരിച്ചിരിക്കുന്നു. ഉള്ളടക്കത്തിൽ വാങ്ങൽ രീതികൾ (Direct Purchase, Quotation, Limited Tender, Open Tender), ടെണ്ടർ നടപടികൾ, വാങ്ങൽ ചക്രം (Procurement Cycle), കരാർ നിർവഹണം, സസ്റ്റെയ്നബിൾ പ്രൊക്യുർമെന്റ് തുടങ്ങിയവ വിശദമായി വിവരിക്കുന്നു. തദ്ദേശ സ്ഥാപനങ്ങൾക്ക് സുതാര്യവും കാര്യക്ഷമവുമായ വാങ്ങൽ പ്രക്രിയകൾ ഉറപ്പാക്കാൻ ഉദ്ദേശിച്ചതാണ് ഈ ഡോക്യുമെന്റ്.
