Kerala Service Rules - Part I (Special Casual Leave for Employed Parents of Physically/Mentally Challenged Children)

Special Casual Leave for Employed Parents of Physically/Mentally Challenged Children

Introduction and Effective Date
Introduced as part of the 2009 Pay Revision, effective from 26th February 2011, vide Government Order GO(P)No.85/2011/Fin dated 26/02/2011. -
Eligibility and Leave Entitlement
Employees with physically or mentally challenged children are entitled to up to 15 days of Special Casual Leave in a calendar year, upon submission of a certificate from an authorized Medical Officer. -
Leave Application
The leave can be availed on multiple occasions within a calendar year, provided the total does not exceed 15 days (Rule 20, Section II, Appendix VII, Part I, KSR). -
Combination with Other Leaves
Special Casual Leave can be combined with ordinary leave or ordinary casual leave. The leave period excludes public holidays that may fall during the leave. -
Conditions for Dual-Employee Parents
If both parents are employed in Government or Public Sector Undertakings (PSUs), a declaration countersigned by the competent authority must be provided, confirming that the spouse has not availed the leave in the same calendar year. -
Extension to Public Sector Undertakings
The policy was extended to employees of Public Sector Undertakings following KSR, effective from 4th April 2012, vide Order No.GO(P)No.2010/2012/Fin dated 4/4/2012. -
Non-Accrual for Earned Leave
The Special Casual Leave period is not considered as duty for the purpose of accruing Earned Leave, as per GO(P) No.17/2022/Fin dated 15/02/2022.
