Provisions of Half Pay Leave

  1. Eligibility and Entitlement:
    Permanent employees are entitled to 20 days of Half Pay Leave for each completed year of service, as per Rule 83. The period of leave without allowances availed under Appendix XIIA for employment purposes is excluded when calculating completed years of service for Half Pay Leave.

  2. Purpose of Leave:
    Half Pay Leave can be availed for private affairs or on submission of a medical certificate, as outlined in Rule 82.

  3. Leave Salary:
    The leave salary during Half Pay Leave is generally half of the employee's pay and corresponding dearness allowance, as per Rule 93.

  4. Special Provision for Non-Gazetted Officers:
    For Non-Gazetted Officers with a pay not exceeding Rs. 50,200 (effective from 01/07/2019), the leave salary shall be half pay plus dearness allowance of full pay, subject to a minimum of 65% of the pay and dearness allowance while on duty. The excess over the actual leave salary is termed as Special Leave Allowance. This provision is effective from 1st July 2009, as per Rule 93 Exception.

  5. Allowances During Leave:
    Hill Tract Allowance, House Rent Allowance, and City Compensatory Allowance are payable during periods of leave with allowances, provided the total leave period does not exceed 180 days. If the leave duration exceeds 180 days, these allowances are payable for the first 180 days, as per Rule 93(iii).
