Provisions for Special Leave

Eligibility and Duration: Female State Government employees aggrieved by sexual harassment can avail special leave up to 90 days during the pendency of an inquiry, as per GO(P) No.119/2017/Fin dated 31/08/2017.

Recommendation Requirement: The leave is granted based on the recommendation of the Internal Committee or Local Committee, in accordance with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.

Time Frame Restriction: Leave cannot be granted for dates prior to the start of the inquiry or after its conclusion.

Combination with Other Leaves: This special leave can be combined with other types of leave, except Leave Without Allowances under Appendix XII A/XII B/XII C, Kerala Service Rules.

Pay Conditions: The leave is granted on full pay, equivalent to the pay admissible if the employee were on duty.

Leave Accounting: The leave will not be debited against the employee’s leave account and must be recorded in the register of special leave as per the Government Decision below Rule 106, Part I, Kerala Service Rules.
