Kerala Service Rules - Part I (Time Bound Higher Grade Eligibility Rules)
This document outlines the eligibility rules and conditions for granting Time Bound Higher Grade (TBHG) promotions to employees based on their years of service and pay scales, as per the Pay Revision 2014 guidelines. It details the scheme for higher grades, eligibility criteria effective from February 1, 2016, and general conditions for qualifying service.

Time Bound Higher Grade Eligibility Rules
Scheme for Higher Grade

First Time Bound Higher Grade: Granted on completion of 8 years of service in the entry post.

Second Time Bound Higher Grade: Granted on completion of 15 years of total service in the entry post and the first regular promotion post or TBHG taken together.

Third Time Bound Higher Grade: Granted on completion of 22 years of total service in the entry post and regular promotion post(s) or TBHG(s) taken together.

Fourth Time Bound Higher Grade: Granted on completion of 27 years of total service in the entry post and regular promotion post(s) or TBHG(s) taken together.
Eligibility (Effective from February 1, 2016)

Pay Scales Rs. 16500-35700 to Rs. 19000-43600:
-
Employees remaining in their entry posts will be granted four higher grades on completion of the specified periods of service.

Pay Scales Rs. 20000-45800 to Rs. 26500-56700:
-
Employees remaining in their entry posts will be granted three higher grades on completion of the specified periods of service.

Pay Scales Rs. 27800-59400 to Rs. 40500-85000:

Employees will be granted two TBHGs:
-
First on completion of 8 years of service in the entry post.
-
Second on completion of 15 years of total service in the entry post and first promotion post or higher grade taken together.

Pay Scales Rs. 42500-87000 to Rs. 55350-101400:
-
Direct recruits will be granted one higher grade promotion on completion of 8 years of service.

Pay Scales Above Rs. 55350-101400:
-
No TBHG will be allowed.

Special Provisions for Pay Scales Rs. 16500-35700 to Rs. 32300-68700:
-
If a regular promotion post exists with a higher scale of pay than the proposed TBHG, qualified incumbents will receive the scale of the regular promotion post in the direct line of promotion as the TBHG scale [Pay Revision 2014, Annexure III, Para 6].

Unqualified employees will be granted the next higher scale of pay above their current post’s scale, as per the standard scales in Annexure I of the Pay Revision Order.

Pay Scales Rs. 35700-75600 to Rs. 40500-85000:
-
TBHG will be as specified in Table II of Annexure II. Scales of pay of regular promotion posts will not be granted in these cases [Pay Revision 2014, Annexure III, Para 9].

General Conditions
-
Qualifying Service:
-
Service rendered in the entry post, counted for normal increments, is considered qualifying service for TBHG.

Leave on loss of pay not reckoned for increments, increment bar periods with cumulative effect, service not counted for increments due to punishment, and temporary relinquishment of promotion are not considered qualifying service.

Dies-non periods are reckoned as qualifying service for TBHG.

Definition of Entry Post:
-
The entry post is the post to which an employee is initially appointed in government service by direct recruitment by the competent authority, including appointments by PSC or "by transfer" from other categories.

Relinquishment of Promotion:
-
Employees who relinquish regular promotions, whether permanently or for specified periods, are not eligible for TBHG. Similarly, employees who receive TBHG cannot relinquish regular promotion to that grade [Pay Revision 2014, Annexure III, Para 17].

Special Provisions for Specific Pay Scales:
-
Employees in entry scales of Rs. 17000-37500 and Rs. 17500-39500 can reckon their last grade service for the 22-year third TBHG. This benefit does not apply to the first, second, or fourth TBHG or to employees in posts with revised entry scales of Rs. 18000-41500 and above [Pay Revision 2014, Annexure III, Para 18].

Ex-Servicemen:

Ex-servicemen appointed to gazetted and non-gazetted posts in state civil service can count their war/military service for the first TBHG.

Inter-Departmental Transfers:
-
Prior service in the same post in the former department is reckoned as qualifying service for TBHG.

Provisional Service:
-
Provisional service prior to October 1, 1994, is reckoned for TBHG for those who received regular appointments.

Probation and Pay Fixation:
-
Declaration of probation is not required for TBHG [GO(P)No.62/81(282)/Fin Dated 20/01/1981]. Pay is fixed based on the actual pay drawn in the lower post on the date of grade promotion, but the next increment is allowed only after probation declaration.

Inter-Departmental Direct Recruitment:
-
Employees initially appointed in one department and later appointed by direct recruitment (PSC) to the same post in another department can reckon prior service for TBHG, provided it is counted for increments in the latter department [GO(P)No.300/2004/Fin Dated 26/06/2004].
