Definition of Probationer
A probationer is an officer employed on probation in or against a substantive vacancy in the cadre of a department.

Probation Period for Direct Recruitment or Recruitment by Transfer
For persons appointed through direct recruitment or recruitment by transfer via the Public Service Commission, the probation period is two years on duty within a continuous period of three years. For those appointed by transfer within the same department or service (where direct recruitment is not applicable), the probation period is one year on duty within a continuous period of two years.

Probation Period for Last Grade Servants
For Last Grade Servants recruited directly, the probation period is one year on duty within a continuous period of three years. For those appointed by promotion, it is one year on duty within a continuous period of two years.

Increment Rules Post-Probation
Increments accrued upon successful completion of probation are drawn only from the date of probation completion. Subsequent increments are drawn on the first day of the month in which they fall due.

Increment Rules for Probationers with Two-Year Probation
For probationers with a two-year probation period and annual increments, the first increment in the probation post’s time-scale is drawn after completing the service required to earn an increment. The second increment is drawn only after probation completion. Delays in probation completion do not affect future increments, which accrue on normal incremental dates.

Extension of Probation Due to Non-Counting Service
If any period of a probationer’s service does not count toward probation, the probation period (one or two years, as applicable) must be extended by an equivalent period of duty from the date of expiry of the initial probation period. If the absence is expressed in days, the completion date is extended by the number of absent days.

Pay During Probation
A probationer is entitled to draw pay in the probation post as per Rules 28A, 33(c), or 37, as applicable, based on eligibility at the time.

An officer temporarily promoted is not considered a probationer in the promoted category or grade, nor entitled to preferential claims for future promotion solely due to such promotion.

Completion of Probation with Delayed Test Results
If a probationer appears for tests or examinations required for special qualifications during the prescribed probation period, and the results are announced after the probation period expires, they are deemed to have completed probation satisfactorily on the date they completed the prescribed period.

Completion of Probation with Special Qualifications
A probationer is deemed to have satisfactorily completed probation on the day following the last date of the examination or test in which they acquired the required special qualification or passed the prescribed tests, if this date is earlier than the extended probation period’s expiry.

Extension of Probation
The Appointing Authority may extend a probationer’s probation period by a maximum of one year to allow them to acquire special qualifications, pass prescribed tests, or to assess their suitability for full membership. Further extensions beyond one year may be ordered by the Government if necessary.
